carburettor query

I recently bought a spare carb off e-bay, listed as a wolseley/ruston carb, I am pleased with my purchase as it is in good condition, but on inspection it has a 3/16 drilling running from the underside midway between fuel inlet and the outer flange at an angle of 45deg and comes out in the ventury right beside the fuel jet this drilling is not some haphazard thing but a hole that was jig drilled, I have spoken to several people and as yet cannot find an answer, but we now know there are other carbs out there with this same drilling, of those I've spoken to, we have come to the conclusion they are from a ruston but the purpose of this hole is not yet clear, if you have any thoughts, at this very moment I have fitted it to my WD2 and am just of the the workshop to give it a try.
